The defender, who is not in England's World Cup squad for this summer, has won eight trophies, including one Women's Super League title, in 233 games for City.
"I want us to be competing on all fronts in terms of trophies and I want to play a big part in that," she said. Houghton has 121 England caps and captained her country for eight years, but has not played for the Lionesses since 2021 because of injury problems. 
Chelsea forward Lauren James has signed a new four-year deal with the Women's Super League champions.
England international James, 21, joined the Blues from Manchester United in 2021 and her new contract extends her stay until 2027. She made 18 appearances and scored five goals this season, helping the Blues to their fourth successive title. "It's an amazing feeling to extend my stay at the club I love and where I feel most at home," said James."

The Lionesses' World Cup squad has been announced, with 2022 Golden Boot winner Beth Mead missing out through injury.
Bethany England has been included in Sarina Wiegman’s 23-player squad in Mead's absence. Striker England, who has not been involved for her country since last September, is recalled after scoring 12 Women’s Super League goals for Tottenham since joining them from Chelsea in January. 
Footballer Lucy Bronze has returned from injury for the first time to help steer Barcelona to Champions League victory.
The Berwick-born Lioness has been out of action since April after undergoing knee surgery. Bronze, who played the full match, said it was a difficult return but she was pleased she could be part of the team. News Archive
